The installer generates the error message “Sorry, the unlock attempt failed with the following error (-3) Failed to open URL” when it cannot download necessary information form the Authorization Server. When you receive the "failed to open URL”, it means there is a connection problem with your Internet provider or with the server that hosts the file you want to download or authorize. This may also indicate that you are behind a firewall or proxy server which is not allowing the communication necessary to complete the authorization. If that is the case you would need to discuss this with your system administrator or ISP.
